Shelly is rather polite, but calm and fearless, not willing to retreat unless absolutely necessary. She loves a good challenge, however, and discovering a good opponent is certain to get her fired up, unless things are going badly for her and her comrades.

History:
Shelly was one of the three Admins of Team Aqua, working alongside Amber and Matt or achieve the groups's goal of raising the oceans. However, they were constantly hindered by the likes of Ruby, Sapphire, and the gym leaders. She first appeared in Rustboro City, where she, along with her fellow admins Matt and Amber ran off with the Devon Goods before being caught by Sapphire. She was in charge of liaison duties within Team Aqua, and as such kept in close contact with Professor Cozmo before turning on him when they felt he was no longer of use to them. She later kept the Hoenn Gym Leaders who'd chosen to fight off Team Aqua at bay with Ark and gave her Nincada to Amber.
However, after the the final battle, Shelly learned that Archie had left Amber for dead, which shocked her. She decided to simply leave her old life behind, thinking that Archie was long dead, and... Why would she follow such a cruel leader now?
However, her old life would come knocking once again...
