Personality:
At first glance, he can seem like a frail, grumpy and cold figure, who would be quick to dismiss anyone who seemed weak. However, this is far from it; he is a caring and understanding soul, who believes that Pokémon should be treated not as tools of war, but as close as actual family. He is also not as frail as he appeared to be, and would still be able to take on several younger and 'stronger' trainers.

Decades ago, Pryce was a cheerful and caring trainer, and one of the first Gym Leaders in Johto. Shortly after he became Gym Leader, however, disaster struck. He lost his two Lapras in an avalanche, and to add further insult to injury, their baby hatched mere seconds after the accident. Crushed by this, Pryce became more distant, the memory of losing his Pokémon haunting him.
Eventually, the memories grew too strong.
He became obsessed with righting his wrong, and setting things right; by claiming the Pokémon of time travel, Celebi, he would return to the past, so he could at the very least reunite the Lapras hatchling with her parents. Naming his Lapras Glacier, he began hatching his plan to correct the past.
To do this, he needed strong trainers. Two came to him willingly; individuals named Will and Karen. Four, he had to steal away from their homes; they were Silver, Green, Sham and Carl. Silver and Green escaped, but they never learnt his true identity, as he had hidden it beneath a Mask of Ice.
As a Gym Leader, he posed as a frail, kind man, to not draw suspiscion to himself. As the Mask of Ice, a crueler side of him took hold, who would even steep so low as to mind control members of the disbanded Team Rocket who would not willingly follow him.
He appeared several times before Silver and his newfound rival, Gold, though with every encounter, he defeated them; first Gold in Ilex Forest, and then both Gold and Silver at the Lake of Rage, trapping them within ice, which Entei had to free them from. His plot to capture Suicune failed, however, thanks to Crystal.
After a brief encounter against the former Rocket member Lt. Surge in his hometown, he got control over Lugia and Ho-Oh, and led them in an attack against the Pokémon League, which he used to try and pry information about the Poké Ball he needed to capture Celebi with from Kurt.
He succeeded, managing to capture Celebi, even with his mask shattered and his identity revealed. However, Gold followed him through the time streams, and destroyed the GS Ball Pryce had contained Celebi within, freeing the time traveler, and trapping them between time.
However, much to his shock, Glacier broke out of her Poké Ball, and got to her parents in a different time, where they had survived the avalanche, but were separated from Pryce. That, coupled with a song Celebi played, made Pryce realize what a fool he had been, and with a tearful, yet content smile, he allowed himself to be lost in time, never to be seen again by anyone in Pokéarth...
