He has no faith in himself when it comes to believing in his sanity. He might be easily persuaded to be evil again, unless he has Rei by his side. He also refuse to be a Tamer, which will cause him hesitation to work with Dracomon.
Personality:
He's one of those typical dark characters that is going through a identity crisis. Since his extreme issues at the Digital World, Neo mentally tortures himself with guilt and doubt. Unlike Ken, Neo has less will to redeem himself, not that he doesn't want to redeem himself, but it's because he's beyond repair, so he believes. He depends on Rei for support and mental stability, because without her, Neo might be easily persuaded to join the dark side again...or at least he thinks so.
But to others, he tries to keep it to himself by being cold and rude. He rather that no one butt-in about his problems, not even Taichi or Hideto.
The one problem he has with is Dracomon, his new Digimon. He's unlike most of his other Digimon; he's so innocent, Neo secretly feels he might hurt that innocence. Neo believes he doesn't deserve Dracomon.

About a few years ago, Neo was once a kind student that studied to become a doctor. He left some time to even play with Digimon V-Pets, having a friendly rivalry with Hideto. But that happy time screeched to a halt when he helplessly watched his sister get hit by a bus. Rei Saiba suffered that fate when she tried to meet up with Hideto across the street, and because of that, Neo blamed him.
Quickly, Neo's behavior became worse, especially hearing that his sister will be in a coma, and unable to walk if she wakes up. Neo fumed at everything, and grew cold. He hoped to pursue more in medical study to fix Rei, but Neo lost hope, little by little. He played with the Digimon V-Pet more and more to escape the reality, and even mastered a tournament and because the champion.
But his escape screeched to a halt when Taichi Yagami tied with him, and with a glitchy V-Pet. Neo lost it, and swore vengeance on Taichi for destroying his escape. But then he found a new gateway to a fantasy getaway, when a message from the evil Daemon promised Neo a cure for Rei if he tames a Digi-Egg when it hatches.
Of course Neo accepted.
And with that, Neo brought Hell to the Digital World. Neo, originally partnered with a MetalGreymon, deleted him because he lost to Taichi and Zero. Neo partnered with many Digimon, all failing to exceed his expectations, until the time had come for him to partner with Daemon's spawn, Arcadaemon. And Neo used this powerful Digimon to delete and absorb Daemon.
Taking over Daemon's forces, and banding together a trio of evil Tamers, the Alias 3, Neo brought destruction down at the Digital World. Not even LordHolyAngemon stood a chance against Arcadaemon. Not even Alias 3, after they fought Taichi and then betrayed Neo, stood a chance, and Hideto had Omnimon.
There was only Taichi and Zero left, and with one miracle, Zero Digivolved to AlforceVeedramon and was a match against Arcadaemon, even in his Super Mega form.
But once again, Neo's reality snapped when, not only Rei threatned her own life to stop Neo, but Arcadaemon was then possessed by none other than Daemon. The Demon Lord used Neo from the beginning until Arcadaemon was at Super Mega for Daemon to take over. Neo was confused on what to do, his way of life shattered, but to make Rei really happy, Neo helped Taichi win.
As of right now, Neo tried to be social with the former Alias 3, Rei, and even Taichi...but that was for Rei's sake. Neo spent the rest of his time in his room wallowing in the things he had done. He couldn't bare to have the evil he done either hit him back in the face, or pull him back.
That is until...

Personality:
Rei's personality comes close to Kari's. A sweet girl who's incredibly selfless. She hardly thinks about herself before others. However, unlike Kari, Rei doesn't keep much of her feelings bottled up. When she's angry, she lets people have it. She's a bit skeptical, always being cautious around things.

As she recalled, she was running across the street to meet with Hideto when something smashed her hard. And then she woke up in the hospital, finding out her legs no longer work.
Little did she knew, the necklace she wore was a Digi-Mental, and it drew her to the Digi World, where she met Taichi and Zero, and found she can walk in the new world. For a while, she journeyed with them, until she was captured by Hideto, and was brought to Daemon's Castle. The horror she found; Neo was insane, and he wanted to use the Digi World to reshape the world, safe for Rei to live in.
Of course, Rei refused as she escaped and went back to Taichi, but after a fierce battle between him and Neo, Rei couldn't watch anymore. Feeling all this madness was her fault, Rei dropped herself off a cliff. Though Zero saved her, it was still enough to snap Neo out to his senses...that and Daemon outsmarting him.
After all was over, she and the others returned home. She spend a lot of time with Taichi and the others, and even began going out with Taichi later on.
But today, their latest date will be postponed, because...
