His resources gives him many Desmons and recently pokemon at his disposal, even digimon from the virtual reality system. However such partnership doesn't last for long and they don't work out. Though with data of both pokemon and digimon, he intends to develop two special partners for himself.
Weaknesses:
Kura is arrogant, selfish and a heartless man. Though he does well to hide this with other business and government officials. He's a pervert when it comes to women, though he isn't one to be taken advantage by one. Something he can't hide is the way he treats his own family, his daughter was a loose cannon so he had her mind 'clean' while he barely acknowledge his grandson other than a tool. He holds strong for his family's ideals from WW2 and has many scars, physical and mental. One of which is his hatred of America.
Physically, he's an old man, so he isn't one to win a fist-fight or even out run an opponent if he's being chased. He is also bored easily, the digimon battles tend to be used as something to pass the time for him.

Kura is a arrogant man who struggles for control and power. His family's business have existed since before World War 2, during those battles he and his father has supplied the military with many weapons and performing experiments for them. When Japan was forced to surrender, Kura was furious and loathed America ever since.
He holds for affection for his daughter, his only child. He gave her the command of the company to be a figure-head, a patsy should the company fall the fingers will be blamed on her instead of him, while he enjoys going to Host Clubs and perform underground dealings. Though because his daughter had acted out of terms, he had her brainwash into a zombie.
Kura desires to have Japan rule the world, continuing where they have left off from the war. Though he sees the Digimon Tamers as a major threat, but understands they would be useful if controlled. This is the result of the Digimon Restraining Act and using the Pokemon.

Kura inherited his father's company after the war, intending to continue the struggle for power, despite the surrender. For the time being, he had to rebuild the company from their lost. He had to do criminal dealings over the years to gain power, which he began to enjoy. Though he knew this would be risky, and when his daughter became of age, he used her as a patsy. Despite how she was still immature, a spoiled brat, she might have still be of used. Though when she had a one-night stand and gotten pregnant, Kura felt she would have done something else stupid and with hypnosis and a brain chip his company developed, they blocked out all emotions of the woman, leaving her almost a robot.
Shin however, grew with barely any family interaction. The family's servants were left to attend to him, and had to give the child whatever he wanted, whenever he asked, developing the cold life the boy has raised in.
Kura has sought ways to get Japan to become the world's most powerful country, and with himself as one of the top figures. When the digimon have been revealed to be real and appearing in the real world, he knew that to be an opportunity, but he needed a way to control them, especially since the Tamers would be a threat to him.
The Digimon Restraining Act was to keep those kids and any other digimon under control. Now he needed away to get those monster under him. Thanks to his brat of a grandson, the boy had made contact with another world, this included a criminal organization from there who seeks his alliance. Kura supplied them with money to fund a team on Earth, while he got technology and data from this Pokearth.
With pokemon at his disposal, and even digimon data under his company's files, it'll only be a matter of time before his plans are set into motion.
